Kinda happens all the time, but at least they make an announcement when they’re about to do that. Making an announcement to give heads up to locals about a scheduled planetary destruction. The destruction then gets signed off on if the planet in question does not comply with negotiations. Homeworld is always trying to be fair with its rulings, and tries to negotiate a peaceful solution by identifying what the issue is. In this case, the inhabitants refused the conditions, and tried to fight them instead! That went poorly, you don’t fight Homeworld, it never ends well. As such, the planet had a formal destruction order go through.
